During your Main Phase, except the turn this card was sent to the GY: You can banish this card from your GY, then target 1 each of your banished Psychic and Machine monsters; place 1 of them on the bottom of the Deck, and if you do, add the other to your hand. You can only use each effect of "Psychic Arsenal" once per turn.
